Acting chief constable Jim Colwell - misconduct allegations - Devon and Conrwall

We started an investigation into misconduct allegations against the acting chief constable of Devon and Cornwall Police, Jim Colwell. The investigation followed a referral from the Office for the Police and Crime Commissioner on 25 November 2024.

A police disciplinary meeting held on 18 July 2025 found misconduct proven and determined that he had breached the force’s notifiable associations policy.

He was sanctioned with a written warning, to last for 18 months, after the misconduct tribunal found that his actions breached professional standards relating to orders and instructions and discreditable conduct.
