Death in custody - Simeon Francis - Devon and Cornwall Police

Read information about our investigation into the death in custody at Torquay of Simeon Francis. He died on Wednesday 20 May 2020. Our investigation began following a referral from Devon and Cornwall Police.

**Update March 2025: An inquest jury at Exeter Coroner's Court concluded that Simeon Francis died from ‘Sudden Unexpected Death from Epilepsy (SUDEP), in a man with a history of alcohol and drug misuse’. They also provided a narrative that ‘all policies and procedures had been correctly followed, the steps taken were correct when Mr Francis was found unresponsive, and that the authorities did all they could do in the circumstances’.
