Investigation into the circumstances surrounding the death of a man following police contact - Leicestershire Police, July 2022

In July 2022, Leicestershire Police were called to an address to reports of a man demonstrating violent behaviour after reported drug use. Upon arrival, officers attempted to engage with the man, who was now out in the street, but the engagement was not successful. 

Officers and family members attempted to calm the man, which resulted in him being handcuffed to the rear and supported on the floor in the recovery position until the ambulance arrival. Whilst in this position the man become unresponsive, and CPR was undertaken by officers until the arrival of paramedics who took over. The man was taken to hospital where he was later pronounced dead. 

Our investigators were called out to the scene and post incident procedure. Following this an investigation commenced, with witness statements being gathered from members of the public and officers. CCTV footage and body worn videos were reviewed and documented. Information from medical devices was gathered and medical reports on the man following his death. We reviewed all evidence against relevant policing policies, procedures and legislation.

Our investigation concluded in March 2023.

During the investigation, there was no indication any police officer had behaved in a manner that would justify the bringing of disciplinary proceedings or had committed a criminal offence.

We carefully considered whether there were any learning opportunities arising from the investigation. We make learning recommendations to improve policing and public confidence in the police complaints system and prevent a recurrence of similar incidents. 

In this case, potential organisational learning has been identified and we will consult with Leicestershire Police before we make a decision on issuing any recommendations.
