The publication scheme
The information in this area of our website forms our publication scheme. It explains what information we make available to the public, and how to access it. Our scheme is based on the model scheme prepared and approved by the Information Commissioner. This scheme ensures that we make information available to the public as part of our normal business activities.
The Independent Office for Police Conduct (IOPC) oversees the police complaints system in England and Wales. We investigate the most serious matters, including deaths following police contact, and set the standards by which the police should handle complaints. We use learning from our work to influence changes in policing.
We are independent, and make our decisions entirely independently of the police and government.

We produce a number of plans, reports, policies and guidance that provide a framework for delivering our work in both the long and short term. We also publish reports about how we have carried out our work and the changes that we plan to make to our ways of working.
- Our business plan sets out our planned work for the coming year and includes our strategic objectives, key targets and the management information we will be monitoring.
- Our annual report describes our work over the past year, including the investigations we have carried out, the appeals we have handled, and our work to increase public confidence in the complaints system. It also outlines any changes we have implemented to the way we work and our full statement of accounts.
- Our corporate plan is our strategic planning document. It is a clear statement of our values, mission, vision, and objectives for the next three years.

- We hope that most people will be satisfied with the contact they have with us. However, we recognise that a small number of people will not be satisfied with the decision we make about their complaint or with the way we handled it. We review our performance continuously. We focus on improving our service and on areas that people who use our services tell us are most important to them.
Our annual reports also include information about our performance.

- We work with police forces to improve how they handle complaints. This includes sharing practical advice in our regular publication, Focus. We also publish our Learning the Lessons magazine, which distils learning from investigations into complaint and conduct matters.

The Freedom of Information (FOI) Act gives you the right to access certain information about the IOPC. It is often used to ask questions about how the organisation works – for example, how many investigators we employ or how much we spend on travel. It also allows people to request copies of our reports (where these are not about you. If we have published a report about you, the Data Protection Act applies – see information above).
